Internal only. Win probability (internal metric, method as recorded in the feed) renders on this admin panel alone — never on public pages, public feeds, logs, briefs, or the opportunity ledger (contract: docs/ops/ADMIN-INTERNAL-METRICS.md). Values arrive verbatim from the coordinator record via the admin feed; this panel computes nothing and offers no export.

Quota gearbox — consumer controls INTERNAL
Internal only — design schema. The quota gearbox (concept: docs/ops/QUOTA-GEARBOX-CONCEPT.md) renders on this admin panel alone, following the internal-metrics precedent; the public Quota Usage page never renders it. Everything below arrives verbatim from the gearbox block of data/quota-usage.json; the controls are design-only and inert — this panel mutates nothing, and per-consumer metering is flagged in the pack itself where it is not established.

Admin Desk — controls
Actuation layer on the desk surfaces (inventory v0; Cadence S1 seam). Every control runs the governed pipeline: admission → gate, where its class requires one → execute → receipt. Receipts are hash-chained actuation events in the governor stream.
Tranche-0 — controls inert. This surface serves on public Pages; actuation arms only on a gated host with verified owner-auth (owner probe 2026-11-04 01:15 PT). Until both land, every control below renders read-only: state visible, no actuation. Role at S1 is an authenticated fact, never a client claim.
Gauges — allocation snapshots
Am6 discipline: an allocation % exists only as stamped snapshots {at · method · bounds}; the slider renders the latest stamped snapshot, never an unstamped intermediate. The desk's only write path is preset-apply: slider edits a draft → preset-create (snapshot) → validate → preset-apply. Reserve is derived (100 − Σ focus %), never a slider.

Claims ceiling, printed on the surface itself: existence ≠ participation ≠ standing; a pool row asserts provisioning only. Participation is never inferred from existence; where no participation events exist the panel reads NOT_ESTABLISHED in words. Unresolved DoE findings render here when the oversight feed lands.
