Delphi proposal results

Every proposal the Oracle Method has generated — what it proposes, its evidence basis, what produced each result, its pass, round rankings with their recorded basis (ties stated as ties), what its implementation round did, calibration deltas, and honest statuses. This panel consumes the Delphi lane's feed (data/oracle-panel-feed.json, contract docs/ops/ORACLE-PANEL-FEED.md) and nothing else: a value the record doesn't hold renders as absent, never synthesized.
