Provider usage by dispatch
Every dispatch names its producing provider + session in the feed. Session state is not consumption: usage figures appear only where a provider surface establishes them.

Dispatch queue
Open dispatches as the watchdog last stamped them. Ages read against each row's own flag/escalate thresholds from the feed; nothing is estimated between stamps. An empty stall-events field renders absent — the watchdog's stall ledger populates under issue #4362.
QUE \u2014 queue & governor
Stage 0 of the desk flow: the run-queue and its governors, as the collectors stamp them. Two planes, each labeled by its source system; the watchdog Dispatch queue above is retained unchanged and is not this data.
