Usage, walls and replenishment — as observed

The historical burn-down of the shared GitHub API bucket, the per-service state timeline from the quota readings snapshots, the Actions corpus volume with its storm spike, and the replenishment stamp for every pool. This page consumes data/quota-usage.json (schema quota-usage/v1) and nothing else. Points are observations, not samples: gaps stay gaps, composed-but-unlanded data is flagged, and a pool with no established replenishment renders no stamp.
