Swarm Quota

The Swarm is the DoE participant population — ALL providers' inference endpoints that can be dispatched to — not the general quota registry (that is Quota). Three layers, kept legible: what the registry lists, what actually surfaces (aggregator backends collapse to one surface), and what is live-verified invoked. Quota values render only where the census or a usage series establishes them — readings used/remaining are null in the public projection by design.

Events render from the feed's embedded register (quota.rate-limit-events/v1) — recorded incidents, not a live probe. Full graph context: Quota Graphs · Rate-limit events.
